I have recently started learning frontend.
I have known some skills like Html and css and javascript and some other framework.

Element div red is side menu and element div blue main web site area.

When user scroll page until end of Element div red and user still scroll page. How can i do for fixed Element div red and scroll only Element div blue ?

Can't figure out how to align this item like on photo

I Recently added a comment box on my website under "Guestbook", and now the site is kind screwed. Altough i tryed to remove the comment box but the problem is still there.

And i kindly ask you guys to help me solve this problem.

The issue is that the website is way to wide, but i haven't configured it to be more than 100%, and im pretty sure 100% only is the regular screen size.
